A verified comparison of 15 affordable universities using official 2026/27 fees, with English-taught options and a practical method for calculating the full first-year cost.
Low tuition alone does not make a university the cheapest option. One institution may charge no tuition but require a substantial semester contribution; another may publish an accessible fee while being located in an expensive city; a third may look dearer on paper but offer university accommodation and a confirmed scholarship. We therefore compared affordable universities abroad using official 2026/27 fees and set out what must be added to the course price before an option can genuinely be called affordable.
Data status. Tuition and compulsory charges were checked on official university pages on 11 August 2026. Universities may revise their figures, and the amount often depends on the course, level, nationality and language of instruction. Reopen the primary source before applying.
The right way to assess low-cost universities for international students is not through a random league table, but by answering two questions: what is the official price of your course, and what will the first year actually cost? This selection includes public universities in Europe for international students, comparatively accessible options in the United Kingdom, the United States and Canada, and strong Asian destinations. It is not an absolute global ranking; it is a verified set of examples in popular study countries, with the important limitations left intact.
Short answer: which universities could be the most affordable in 2027?
There is no single answer to which institution is cheapest. In our verified sample, University of Cologne and University of Bremen in Germany have the lowest published tuition: neither charges tuition, although compulsory semester contributions are €355.65 and €443.40 respectively. University of Vienna charges most students from outside the EU/EEA €726.72 per semester, plus a €26.20 students’ union fee. University of Pisa publishes an annual range of €290 to €2,900 according to the relevant financial category, while selected University of Minho programmes cost €2,250 per year.
For affordable English-taught programmes abroad, do not compare countries alone. Masaryk University’s Faculty of Education publishes a fee of CZK 68,000 per year, while the University of Wrocław generally charges €3,800–€4,200 for the first year of the English-taught bachelor’s programmes checked. In Asia, Kyushu University charges ¥535,800 per year, while Universiti Teknologi Malaysia publishes both the full programme fee and a separate first-semester amount.
Figures are higher in the United Kingdom, the United States and Canada, but it is still possible to find a comparatively affordable option within an expensive destination: University of Cumbria starts at £16,000 per year; Mayville State University lists $8,594 for tuition and mandatory university fees; and Brandon University starts at CAD 17,526.90 for 30 credit hours before additional fees and living costs. These amounts cannot be compared directly until the full budget has been calculated.
How we identified the cheapest universities
We did not rank institutions using a single figure taken from a marketing page. For every example, we checked the academic year, study level, course language, international-student status, compulsory charges and official source. Where a university published a living-cost estimate or a minimum amount for financial documents, we show it separately.
The official fee for the specific course
A claim such as “fees from €1,000” proves very little if the figure applies only to citizens of certain countries or to one faculty. University of Minho, for example, lists €2,250 per year for bachelor’s degrees in its School of Letters, Arts and Human Sciences, but science courses may cost €6,500 and medicine €18,000. Every price therefore needs to be attached to a course, not extended to the entire university.
Compulsory charges, insurance and deposits
Even tuition-free universities may charge semester, registration and student-service payments. For visa applicants, a deposit may be part of the total tuition rather than an extra cost. Health insurance can materially change the result in the United States or Canada: Mayville State University adds $2,190 for health insurance to its published university charges. These semester and administrative fees belong in the comparison from the start.
Living costs and proof of funds
The cheapest universities in Europe are not necessarily in the cheapest cities. Accommodation, food, transport, insurance, the visa and travel can cost more than the course itself. The table presents university tuition fees abroad in 2027 as precisely as the published schedules allow. It is not a substitute for an individual cost plan: currencies, study levels and the expenses included in each figure differ.

Amounts remain in their original currencies. Converting them all into one currency would create false precision because exchange rates move and each institution includes a different set of costs.
Nearly tuition-free study in Europe: where the promise ends
Searches for universities with low tuition fees often lead to Germany or to public courses taught in the local language in Czechia. University of Cologne and University of Bremen charge no tuition for the programme, but their semester contributions are compulsory and may fund student services and transport; they are not merely optional administrative payments.
At public and state institutions in Czechia, study in Czech may be tuition-free regardless of nationality, while an English-taught course carries its own fee. In Austria the amount depends on student status, and in Italy it can also depend on declared family income. “Free university in Europe for international students” therefore does not mean any English-taught degree is free. It describes a specific combination of country, institution, language and status.

Where to find affordable English-taught programmes abroad
If a student does not yet have academic-level German, Czech, Italian or Polish, a low public-university fee for a local-language course may not be usable in practice. Begin by filtering study programmes abroad by language and level, then compare the applicable fee.
Among the verified examples, English-taught bachelor’s and master’s degrees in Masaryk University’s Faculty of Education cost CZK 68,000 per year. The University of Wrocław lists English-taught bachelor’s programmes at roughly €3,800–€4,200 for the first year. Kyushu University offers specific international programmes in English, but an applicant must verify whether any first-year tuition reduction applies to their particular course.
An affordable English-taught course still has to pass three further tests: academic fit, official recognition and a realistic ability to meet the visa’s financial requirements. A low fee cannot compensate for the wrong level or subject.
More affordable options in the United Kingdom, United States and Canada
In these countries, “affordable” means lower than the destination’s typical price under stated conditions, not almost free. University of Cumbria lists £16,000 per year for a standard undergraduate degree. Professional and medical courses may cost up to £17,800, so the headline amount cannot be applied across its whole catalogue.
The United States shows the difference between tuition and a complete estimate particularly clearly. Mayville State University lists $8,594 for tuition and mandatory university fees, but its official minimum budget for an international student is $19,022. Delta State University publishes $9,435 for tuition and $23,500 as the full annual budget. The second figure is much closer to the amount a family needs to plan.
In Canada, Brandon University begins its arts-programme calculation at CAD 17,526.90 for 30 credit hours. Once compulsory university, insurance, student and transport charges are added, the figure reaches approximately CAD 20,409 before accommodation and food. Memorial University of Newfoundland lists CAD 22,500 for 10 courses and CAD 23,421 after basic compulsory fees.
Asian destinations offering strong value
Kyushu University publishes the nationally set tuition fee of ¥535,800 per year and a one-off admission fee of ¥282,000. The first year therefore costs ¥817,800 before living expenses, with later years costing less if the fee remains unchanged. A first-year tuition reduction may be available on particular international bachelor’s programmes, but it must be confirmed in the programme’s own rules.
Universiti Teknologi Malaysia is useful for comparison because it publishes not only the RM63,000–75,000 total programme fee but also a first-semester payment of RM13,258–14,758. A service fee of RM190 per semester is added, accommodation is not included, and the security amount varies by nationality.
An Asian route can offer a strong balance of price and academic quality, but applicants still need to check language, accreditation, visa finances and professional recognition in the country where they intend to work.
Which costs less: a bachelor’s or a master’s degree?
Students considering affordable bachelor’s degrees abroad should remember that they do not always produce the lowest total cost because they usually last three or four years. By contrast, affordable master’s degrees abroad may have a higher annual fee but finish in one year. Compare the cost of the complete qualification, not one academic year.
Check separately whether the master’s fee covers the full programme or a single year, how many credits it includes and whether dissertation, laboratory or placement charges apply. How to calculate the total first-year cost of studying abroad
The total first-year cost of studying abroad is more than the university invoice. To create a realistic study abroad budget, use the same rows for every shortlisted option.

A search for scholarships for international students can make a more expensive university better value, but a competitive opportunity must not be deducted from the budget in advance. Only funding or tuition fee waivers confirmed in writing for the named applicant belong in the calculation.

How to check university quality and recognition
“Affordable” means neither “weak” nor “automatically reliable”. Before applying, verify the institution’s legal status, the accreditation of the specific course, the degree-awarding body and the rules for professional recognition. Medicine, law, teaching, architecture and other regulated professions require more than a general check of university status.
Also establish where the teaching actually takes place: on the main campus, at a partner college or in another country. Confirm the language of every module, delivery format, placements, access to laboratories and international-student support.
